Andy Keen-Downs
Chief Executive
Andy Keen-Downs has been Chief Executive of Pact since 2005, steering the charity through a period of great change and growth. Andy has worked in the voluntary sector for much of his working life, and was previously Deputy Director at Gingerbread (One Parent Families)
Before Pact Andy worked at Gingerbread, the National Childbirth Trust and Centrepoint.
Andy was arrested as a juvenile offender at the age of ten and has experience of imprisonment of both friends and relatives.
Ellen Green
Deputy Chief Executive
Ellen has over 25 years' experience working within the voluntary and community sector, half of which is in criminal justice related charities. She has been Pact’s Deputy Chief Executive of Pact since 2014.
Ellen has been instrumental in Pact's growth; cementing Pact’s role as the largest provider of our core work delivering Family Services across more than sixty public sector prisons as well as a range of other contracts. Prior to Pact Ellen worked at Sova, Serco, and was Chief Executive for a local community-based charity in Worcestershire.
Tina Parker
Director of Services
Tina has worked within the justice sector for nearly thirty years working for both third sector and statutory organisations. For nearly ten years she was employed by the Hampshire Probation Service and held several senior management roles with responsibilities for offender employment and housing, partnerships and community payback delivery.
Prior to joining Pact, Tina was a Business Development Manager for Skills for Justice, holding the strategic leads for workforce development in offender management, substance misuse and victims/survivors. Tina is a Fellow of the Institute of Probation.
Joanne Mulcahy
Assistant Director of Services
Joanne started her career as a teacher before seeking opportunities to work in a role that allowed more focussed work with families. She subsequently worked for seven years as a community development worker for a local authority, with particular emphasis on children’s play.
Joanne began her role with Pact at HMP Swansea, setting up a successful family support service at the prison. Following a bid to Big Lottery Fund Wales, she further developed the service to include a Wales-wide team working in Swansea, Cardiff and Usk/Prescoed.
Stephanie Stevenson
Director of HR
Steph has seventeen years' experience of leading HR teams in the not-for-profit sector, including the youth charity Fairbridge, where she played a leadership role in the merger with The Prince’s Trust. Steph is a Trustee of Bermondsey Central Hall Methodist Church and has previously been a founding Trustee of the Arc Community Trustees children’s charity. Steph is a Chartered member of the Chartered Institute of Personnel and Development (CIPD), and a member of the Institution of Occupational Health and Safety (IOSH).
Suzanne Davies
Director of Finance & ICT
Suzanne has considerable Finance and ICT experience in both the commercial and charitable environment. Suzanne trained as Chartered Accountant then specialised in Mergers & Acquisitions at Smith & Williamson. In 2011, Suzanne moved into the charitable sector working with literacy charities both in the UK and overseas. During her career, Suzanne has become a specialist in managing change, especially through updating technology and introducing more efficient processes. In addition, to working at Pact, Suzanne is a Board member of a group of Further Education Colleges.
Nick Mann
Director of Communications and Engagement
Nick has 20 years’ experience in communications across a broad range of services. Before joining Pact in 2022, Nick was Head of Communications for Reducing Reoffending at the Ministry of Justice after working in varied roles across Government, including the Home Office, the Cabinet Office and the Ministry for Housing. As well as heading up the Communication Team at Pact, Nick is responsible for service user involvement, placing service users at the heart of the organisation’s planning and delivery.
